The art did look awful this episode, but to be honest, I'm surprised it didn't happen sooner. Having to work on the manga + a twitter illustration per week + other related media work (novels, OVAs, etc.) must be really tiring for a beginning author like Hori.
Still, it's just the first time this happens, it might've been just a busy week and that's it. And hopefuly it won't happen again.

If the reason for their meeting is her introduction into the arc, he could've done it better in the next chapter (their plan is to do surveillance on them anyway). 1) The mentor not dying is still cliched because it's simply a basic play on the common trope of the mentor dying. Especially when it uses the same set pieces as the basic cliche only changing the outcome on a rudimentary level. Do you really not understand the difference between those situations and Overhaul's?
Think about what would happen to you in real life.
If you went to visit the criminal who tried to kill you in prison for personal reasons, you wouldn't be in trouble.
If a wanted criminal walks up to you, threatens you if you make a scene and then talks to you, you wouldn't be in trouble
If you went to meet with a wanted terrorist in an abandoned warehouse on your own volition and then there's signs that there was a violent struggle, you'd DEFINETLY be in trouble especially if you're a yakuza/gangbanger.

It doesn't matter. They obviously don't have any evidence or otherwise they would have thrown him in prison already but he is a suspect and that is reason enough for them to have the right to interrogate him and to take away the child till they confirm that he isn't a criminal.
Even if he was the most honorable citizen in all of Japan, if a little girl claims he kidnapped her or wants to harm her, child services would take her form him till they can prove she isn't making shit up and afterwards they would keep a close watch on him.
