Hunter x Hunter started a whole year earlier, and has tons of features you could consider Naruto having blatantly ripped.
Shit starts to really seem like a rehash when you take into account some ye-olde Shonen action series, like DB and Jojo.

If Naruto continued to improve and expand upon the ninja discipline and tactics aspects of its world, it would have ended up being a more influential series.
It ended up undermining its previous methods in favor of power levels and Shonen tropes.
Remember when it was important to approach situations in different formations? Or when chakra ran out? Yeah.

it brought the huge array of different techniques that characters could use, now people not only fired big lasers like in DBZ, but they had a bunch of elemental techniques, summons, illusions and even weapons, basically anything goes on a fight. See Orochimaru vs 3rd Hokage as an example.
Sadlly it all devolved into big nukes and mechs (bijuu/susanoo) by the end of the series. Even a fun concept like genjutsu stopped being useful after the itachi vs sasuke fight and was nerfed into irrelevancy.
