The criticism here it's associated with a lack of agency, in other words a satellite character with no goals of his or her own other to revolve another character. It's not surprised that people think since all of Rem's character usually mentioned in regards to Subaru. It's not like with Crusch's ambitions free Lugnica from the worship of the dragon, Felt's desire to get rich and live comfortably even through she getting dragged into this Selection business or Emilia's to reverse her past by wining the election. Basically they long term goals that have nothing to do with Subaru despite his support and willingness to help achieve them. Incomparison for any of those girls their love for Subaru would be a secondary issue. Loyalty to your spouse and friends are normal and expected. You normally get that whenever you enter a relationship. Extremely loyalty however is always bad and that how a lot of people see her. Subaru has admitted that it's kind of crazy/oppressive to Emilia, but he is touched by it the sentiment anyway.

I don't agree with the sentiment in general, but I can see why someone wouldn't like Rem because of that.

I do understand that point, but I think that's related to Rem's identity issues that she gets coma'd before ever properly overcoming. She's only recently started considering her own interests and what she wants, and the idea of being her own person instead of a bootleg Ram. The most common plot point that we see in hollywood movies, or in most fictional works for that matter, is the goals and desires of the MC literally revolving around a girl. Now, do you want to know why people don't complain? Simple, it's relatable. I recall multiple occasions when it does so. Subaru finds her tiresome with how she'd follow him around everywhere. Other characters worry about her attitude quite regularly, at least when she interacts with them. Roswaal and Puck are clearly somewhat concerned when she starts talking about Subaru. As is Betty.

Subaru regularly thinks of Rem as being insensitive and rude with him, since she doesn't really hold anything back. Betty also thinks of her in that manner. Her thing is that while she uses the polite forms of words, what she's actually saying isn't actually very polite at all.

I kind of think figuring out what she'd want to be is as simple as looking at the kind of people she admires, and doesn't have a huge complex over. She admires people like Crusche, Wilhelm, her hero Subaru, and that chef woman.

I don't recall this ever happening. Throughout the Mayonnaise chapters, he's thinking to himself how exhausting it is for Rem to always be following him. He doesn't view her dependence very positively at all. He finds it overbearing, and is wondering when she'll finally back off a little.

She also turns out to be less dependent on him than he thought. Other than the clinginess, he's regularly perturbed by her teasing. Which seems to constitute half of their interactions in the short stories. He's always expecting her to just be nice to him, and she isn't quite that. Any time he offers to help her, she usually just tells him he'd get in the way. Then he goes and whines about her being mean to him.
