The Council members state specifically that they can't go against the will of Bael, but that they also are concerned about the accusations leveled against McGillis by Rustal and Gaelio, which is why they chose to remain neutral in this conflict between the Fareed and Elion factions. But were Gaelio dead, Rustal would literally have no excuse to rebel against McGillis' claim to power and the Council members, if they are committed to this idea that the pilot of Bael wields the authority of Agnika Kaieru would have pledged their support.
