It depends? I don't think dio has anywhere near the same physical strength, and she can survive extreme physical damage. It's likely that if he did stop time and try fisting her or beating her to death in stopped time, she'd just power up when time resumed and beat the shit out of him. Remember, Dio isn't invulnerable, he can only stop time for a few seconds and does need some small amount of time before he can use it again. Someone fast enough and strong enough could get to him before he could recover. And if the setting isn't a cave in the middle of the night, he has a severe disadvantage. Dio doesn't have nearly the same brute physical ability as most anime characters, being able to stop time isn't worth shit if you're fighting someone who can tank attacks that destroy buildings, mountains, or planets and beyond.

Only in anime physics. Technically an attack from stopped time happens at infinite speed and would either carry more power than any other attack, even when coming from an attacker with barely any physical power at all or no power at all even when coming from someone who can lift literal mountains, depending on your viewpoint.

Of course if we consider real physics then stopping time would also imprison the user in a block of timefrozen air molecules, so yeah.

Being able to cross a distance in 0 time isn't the same as infinite speed. Dios own power works in that he can move as if time wasn't stopped, everything else is frozen in place. Time stopping is a reality warping power anyway so only the logic set by the writer applies. Based on what araki shows us, stopping time doesn't make Dio physically stronger.

Aside from that, his characterization is not significantly, but certainly noticably different, as well as his powers and abilities being effectively completely different. In most conceivable ways, he is a different character from his Part 1 self, which warrants the all-caps DIO to differentiate his Part 3 appearance from his Part 1 appearance.
