The problem with Xenoverse is that transformations have to be rather basic.
Replace hair, easy, replace color, easy, resize, easy.
They could give you different forms if they wanted to do what they do with Buu, a total model swap to a specific model.
but that's the only way I see them introducing the forms.

And you'd run into the problem of which one is the base, how many power ups do you include, etc.
