The ceruleans do not exist in the manga, they do in the game but people still come to the park, and in the anime the park has been abandoned probably because of the cerulean threat.

Technically, the main character in the game seems to be a special guest and not even the Park Guide knows why he received an invite in the first place. There seems to be no other visitors at that point due to the Ceruleans running around.

Mirai does mention a "Control Center" and some statements that imply a larger human staff, although they're never seen - so they might be Friends too - and then there's also lines like this one

It did have an ending/final battle of sorts (Ceruleans queen takes over the central buildings of the park and even creates a barrier around it, but then they're defeated by the mc and Friends from the entire park cooperating together) and even a 2nd story with recycled assets after that, but it still left a bunch of stuff without answers in spite of that like the origin of the Ceruleans/Sandstar, and a mystery regarding a childhood friend/flashback of the mc's past involving a friend in the park (There are some hints but no actual answer).

I think the director/whoever's in charge is genuinely brilliant and has created something slightly out of the box that seems like a quick meme show at a glance but in actuality exposes a deep understanding of anime as a medium to tell a story. The plot's more enjoyable than the gameplay in the mobile kemono friends game. I actually appreciate what they've done there. KanColle in comparison has no plot to speak of so there's no real sense of direction.
It's too bad that we never did find out beyond that Sandstar first arrived as a meteor. If Sandstar is actually causing the massive change in local fauna and making microclimates, then the question becomes whether or not if the sandstar was purposely seeded or not by some alien entity.
