She clearly displays emotion throughout the series, in fact the screencap you posted is an instance of this. It's just that Rei doesn't understand her emotions because brain development-wise, she is still a child
People like Rei because she's a beatuiful young girl with an inspiring and emotional story to tell. Her design is fantastic, and she's a ray of hope in the world of Evangelion which is so very dark. She also has a slight dark side and sits on a big mystery that blows peoples minds, and leaves a lot to think about.
Easily Evangelion's most stand-out character.

When shinji dreams of high school life with childhood friend asuka, that was so stupid and i loved it so much.
I like Rei because she's strong yet subdued. She always has the will to go on, despite living in a nightmare, she had the most will to find herself of the children. I like that about her.
There's only one Rei in Evangelion. Then she's unique because she's the only artificial human character. Misato, Ritsuko are just two women. Nothing unique about them. They're part of a whole species, but there's only one of whatever Rei is.

Do you not know that the Rei who was in the early episodes dies? Remember how they're like OH WOW SHE SURVIVED! Well, she didn't. They replaced her with another Rei clone and put bandages on her to fool everyone.
The Rei who died was saved by Gendo and she treated him like a father figure, developed emotions, and started to like Shinji. Then she dies. The new Rei doesn't give a shit about Gendo is indifferent to Shinji. If you pay attention, you can clearly see the personality shift.

See, Rei's soul and conscious is being put inside that new body. This is why Rei is able to remember and know things that would be physically impossible for her to know, because the "memory" died with her body. The soul retains this knowledge and emotion.

It's the same Rei Ayanami. The clones are soulless, so when Rei's body dies they transfer her soul into a new body. The irony is supposed to be that Rei is irreplacable for NERV, while characters like Asuka are throw-away dolls that get replaced. Evangelion has layers, man. Layers.

There is only one Rei Ayanami, she's an unique model which is, admittedly, based on an earlier very popular model, though that model was based on the original and prototypical version, which was Rei herself.
Quite a mouthful, but Rei is a perplexing girl to describe.
Despite being lauded as it's most popular character, Rei Ayanami is criminally underappreciated by the core otaku fanbase. I speculate this is because there simply is no good Rei material sans the original, so the otaku fanbase gravitate around the other characters instead.

Rei is literally the best girl. This is empirically true. Rewatch the show until you come to the correct conclusion.
Rei is a very good character (as are most of the characters in eva, in all honestly it's one of the best character studies ever made)

You can like things without wanting to have sex with them. I like Rei for the same reason I like cats, She's fairly independent as long as provided for in the most basic material ways, and is cute and can be patted on the head from time to time.

She did a lot wrong. She is herself wrong at a more fundamental level than ethical consideration. But you're on to something special when you can harvest a billion lives for the shrieking psychotic you've lifted up as the jewel in your thorny crown of dismembered figures on skewers who are also you and still be cuter than God.
I watched it to the 21st episode and haven't continued in over a year
I don't even remember what was going on nor do I really care. I more or less know the fates of all the characters I liked
