Kaji was far closer to that. For Kaworu there were lusting and admiration of his calmness and confidence. He didn't ask Kaworu to guide him or to give him advises.
I though their couple would be codependent one with Kaworu constantly taking care of everything to make life easier for Shinji and Shinji happily accepting that staying weak and hiding from the problems but the Rebuilds proved me wrong. Shinji was taking initiative in their relationship and Kaworu wasn't trying to coo him away from the consequences of his actions and hardships but offering support. They'd do good if it was a romance fluffy manga.

He hurts Shinji with Unit 01 and he makes him kill him. In my opinion, its because he was raised by SEELE . He has no problem making Shinji kill him because as he knows it, life is pain anyway.

Kaworu didn't even enable Shinji in the original NGE. He pointed out his flaws and tried to help him.
In NGE2 Kaworu asks "What about my feelings?" He wants to matter too. All it took was for Shinji to get him to open up too and actively try to help him, to make their relationship more equal. But that was impossible in Episode 24 because of Shinji's state of mind.
He was projecting his father complex onto him, though.
When Kaworu betrayed him, the first thing he compared him to was his father.

That's because Kaworu is barely a character, he's someone he told Shinji "I love you" five seconds after meeting him.
He's a glorified plot device there to make a point, but it's hard to imagine them working as people.
Shinji was sexually and romantically attracted to him.
Importance to Shinji's character: Showing Shinji he's worthy of love and what's it's like to be loved. Shinji feels love for the first time.
Importance to the plot: Infodumping pivotal information like what the AT fields are and the existence of the angels.
As the last angel and as Adam, he becomes an important part in third impact in EoE, giving Unit 01 the fruit of life and being the only one able to bring down Shinji's AT field so he can be brought into LCL.

-He was the first one to show shinji he had worth beyond his piloting skills
-Kaworu got Shinji to make choices for himself instead of just letting things happen to himself like he always does. See: when Shinji decides to wait for him, have a sleepover with him, and ultimately kill him
-He was the first one to get Shinji to open his heart to others and showed him that he could find happiness despite the pain of relationships, which was exactly what SEELE was trying to run away from. Having loved and lost, shinji overcomes his fears of becoming close to people - if Kaworu could make him happy, others could too
-He advanced the plot, Kaworu's death and Shinji's reaction to it were the foremost reason eps 25 and 26 and eoe even happened
-He also showed Shinji that it's not just others who cause him pain, he causes others pain as well (iirc: people hurt me..... followed by pics of Misato, Asuka etc but i hurt people too... followed by pics of just Kaworu) this wrecked that whole victim mentality of his and this in turn forced shinji to confront that part of himself he was running away from the entire show. Only after confronting this part of himself could Shinji come to a realization that in the end, he was worth existing in the world and could learn to love himself
in EOE he represented love to Shinji and that along with the hope inspired by Rei was why Shinji rejected instrumentality he got Rei III to find out she was lilith with his remarks and that she was in charge of her own destiny like he was; which was what got her to oppose Gendo and put Shinji in charge of instrumentality. Their official relationship is "team mate/sympathy" so don't say she disliked him.
TL;DR Kaworu is not just a metaphor for how a ~perfect relationship doesn't exist~ nor is he just a "fanservice character".
