Doesn't really matter. Touhou have 3 ongoing official manga so it's not really ground breaking to have an official anime in a similar format. Besides there are plenty of watchable fan anime.

Zun is just not a capitalist who wants to expand the series commercially as much as he can. He enjoys the artistic control he has over the series and like it to remain mostly doujin. So even if there's an official anime (not really any reason why there can't be at this point) it will just be a relatively small project, episodic SoL with one new character. Not an epic retelling of the mainline stories that some fans imagined.
