It's about merch sales, there's a reason Captain Tsubasa or Doraemon that were in the Rio ceremony are not there.

For example Captain Tsubasa inspires people to practice sports, so the creator doesn't really like to put it into merch propaganda. Instead japanese kids go to Tsubasa stadium to play or something like that.

Leaving Atom asides because i've no idea all those are big merch sellers, selling merch has nothing to do with the olympics it's just a way of getting people to buy coffee mugs or socks.

Bleach is not there because you can't make the entire thing out of shonen JUMP series, they had 3 spots and chose DB,Naruto and OP that are the most popular series they have.
