Japan's economy has been stagnant for approaching 2 decades now. It's actually pretty hard to get a good job so if you don't make it into the salaryman world, or take a workling-class job (basically anything regional/local) your choice is either NEETness or going abroad to do contracting or taking foreign posts from gigantic Japanese multinationals.

What she forgot is that in order to be funny they're most often supposed to be endearing or so over-the-top you can't take them seriously, and they also tend to get punished for what they do as slapstick. Mineta is neither, he doesn't really get retribution for being a disgusting pervert, and that kind of humour doesn't fit the series in general.

There was this scene where you could tell Hori wanted to make Mineta more likable but it just falls flat because no one actually gives a shit about what Grape thinks. I'm personally pretty bummed that Grape has so much screentime but Sero, Mina and Tokoyami get hardly any meaningful interactions.
