The Elevens view anime characters as looking very Japanese and tend to get confused whenever they hear people in the west go "Why do anime characters seem white?"

The design of most anime characters are vague enough that people of different cultures can project onto it. Much like if you draw a stick person and show it to an asian, they'll think it's asian. But if you show it to an american they'll think it's american.

I think that once you watch enough anime you'll start viewing it as Japanese looking.

People say this, but a yellow haired Japanese character and a "blonde" European gaijin will typically look about the same. Compare Teru from Sansha Sanyou and Alice from Kinmoza; they look almost the same. Characters from China or Korea who should look exactly like Japs instead look actually Asian

Japanese tend to view themselves as having wider eyes than the Chinese or Koreans, and they always tend to emphasise the eyes during model or cosplay shoots by widening them (though keeping them distinctly asian looking). Though funnily enough the Chinese and Koreans do the same thing too.

The "style" of anime makes it harder to fit in any proper racial features without it clashing with the artstyle hard, or seeming like an exaggeration. This goes double for females. Sometimes you see a show making a genuine attempt in making a white character seem Caucasian in contrast to the rest of the asian characters (November 11 from Darker than Black comes to mind) but most shows don't manage to pull it off.
