The idea is that Andrew thinks that Magic is some old-fashioned relic, and nothing he saw at the table changed that - magic is a rigid, uninteresting ritual performed by old hags.

Akko, on the other hand, represents something fresh and curious- who sees magic as something filled with wonder just like Chariot. Most likely Ursula realized this in her younger days and tried to revitalize magic, but was suppressed by the old guards. The plot would be Andrew and Akko working to save magic, and at the same time, rekindle the fire of revolution into magic itself to complete what Ursula started.
