As I see it, it's not 100% confirmed gay right now, probably something like 80%. Most of the arguments fujos use to call it gay can be countered. Even putting aside the kiss in the manga, I'd say that Kaworu was the only character to actually get close to Shinji in any incarnation of the series. He broke down Shinji's walls where others had failed to do so and in a startlingly short period of time to boot. The 'they only knew each other for two days' argument, Kaworu's ability to get emotionally close to Shinji and the whole trying multiple times to save Shinji at the cost of his own life thing pretty much says to me that they're soulmates.

And honestly, I don't think Victor and Yuri's relationship is that far off. Victor successfully tore down Yuri's walls and got close to him in a way Yuri hadn't even anticipated despite his infatuation with the man.
