While it is out of place in the sense that it is woefully anachronistic, it does fit really well.

First of all it shows how the americans (who would later force japan to open) are being rebuffed from japan and with that keep up the age of japanese isolation. The age of stability that also killed the samurai as warrior caste.
Second it is the last episodic story before the overarcing plot would come to its end.

I would say the death cult episode was worse.
