I think it was a fun chapter, but I have no idea where Aka is going with Kei.
Her chances of victory are pretty low, let's be honest, if simply because of /u/ vibe, so why bait at all? It's not like Kaguya isn't aware of her feeling at this point, so I can't imagine what it will end up in.
The best idea I can get is that it would be something like "what would Kaguya and Shirogane's relationship be if they weren't mixing in their pride with this". Which would either mean that logically Kei should win the Kaguyabowl (since their pride is said to be the main obstacle they face), and her losing would break the internal logic unless she just plain didn't have the time to build up her postion, or it would be revealed that in some way their pride is an important part of the relationship, and it isn't the same without it. The second one seems most likely here. In a way mindgames helped Kaguya and Shirogane get each other and transformed a crush into a real connection. It may turn out to be important when all the bets are off, and Shirogane has a confrontation with Kaguya's family.

Perhaps the whole Fujiwara family is a family of daemons and worshippers of Chaos. I wonder if Inquisitor Ishigami would be good at handling the F-imouto too.

Yeah, you do have a point.
She's not even a good straight main, I think. She's too quirky for that (mostly Prez's quirks too). A good straight main should be baffled at the weirdness, probably, but she seems to take everything in stride.
She's also too proper for any interesting interactions to take place. Not many people are proper in this manga, sure, but she isn't proper in a way that's fun. Usually being "proper" in a story like that does mean depending on interactions with others to make you interesting and playing the straight man, but I feel she just misses the mark for now.
I think the moments where she was most interesting was probably when she played off her brother, actually (such as when she accused him of sexual harassment for making a comment about her clothes being too frivolous, or this chapter where she said him giving her a present was a bad thing). They kinda have a tsundere-sibling vibe with them, which is kinda funny. Though I'm still not sure exactly how honest she is with what she's saying, really. She might really be annoyed with him making a promise like that and then breaking it in a covert way, even if the intentions were good.

When Kaguya feels like she is an S, she is a scary opponent, but if you scare or confuse her, overall make her lose track of her emotions, she actually gets really vulnerable and easy to manipulate. I honestly mentioned it because I had no other idea what she was even supposed to be in a group. She's not as quirky as others, and that seems to be a sign of a straight man, but I don't think the attempt is ever made to play her off like that.
You are right, at the moment, she's just "Shirogane's sister" and "has a crush on Kaguya" and nothing more. She only had two chapters, sure, but in that time we didn't ever see anybody interact with her except in these two qualities.
Yet, there are some interesting things about her, if I try to remeber. She is a treasurer like Ishigami. She is a friend to Fujiwara family too. She is in the same Academy, despite being poor as fuck, so she should be pretty smart. She doesn't seem like she's obsessed with work unlike her brother, yet. Her outfits give off a delinquent vibe, yet she's really proper in person for some reason. And none of that was ever used. I have to try to remember it, since it's all in the bakground.
As of now she was nothing but an avatar of /u/, honestly. I can't even call her a plot device, since she never made any plot happen.
Sure, she had very little screentime, but we can't like the character for what it could be like. In the end, it all comes down to what we see, and we haven't seen anything interesting yet.

It could all just be intentional misdirection on part of Aka for humour, but it sure is insistent misdirection and I didn't even see a hint of Kei just idealising Kaguya yet, either. We never hear her thoughts about Kaguya, after all, just her intentions (to get closer).
I do agree if it turns out to be fangirling, it would be a lot better than /u/. I guess it could also be fun if she realises about the war and tries to get the two to actually move forward with their feelings.

Well, her being an inferior Hayasaka would be an improvement to her current position, though.
Also, Hayaska is not so one-sided. She has plenty of other roles besides wanting the war to end in mutual defeat. She also functions like a kind of older sister/mother figure to Kaguya, she's actually a bit jealous of Kaguya's pure love, her social interactions in school are actually top-class, she's a fucking ninja (and thus helps Kaguya in a war) and the bio even says she's secretly a crybaby like Kaguya. I wish Kei was as nuanced as that.
But, well, ultimately what I meant to say, Hayasaka isn't limited only to her desire for the war to end. So, if you replicate that desire, you don't get a clone of Hayasaka, you just get a character trait (something Kei sorely needs). I think more people being aware of the war would actually make the manga more interesting, especially if their approaches are different and they're all a bit of a mastermind, their plans constantly piling up on top of Kaguya's and Shirogane's and clashing with Fujiwara's chaos and Ishigami's strong and sudden counterattacks.

That's my point. She conveniently appeared the first time, just when Shirogane couldn't excuse himself. The time with the anthem, she coincidentally was able to notice him lip synching in an auditorium full with people singing loudly. No matter how good she's at music, there's no way she could have recognized his voice, or lack of in the chorus, unless she knew beforehand he doesn't sing.

Also she's supposedly love obsessed, yet she pretends to not notice Kaguya being head over heels for president, despite, the relationship being anything but a secret in the school, even to the teaching staff. She's been proven to be quite the selfish person too, Kaguya's delusions aside, as proven in the chapters where Ishigami BTFOs her and the love test one. She always appears to try to prevent significant development, like the cofee, cat ears, umbrella chapters and in the sick Kaguya arc. And it's going perfectly well for her. So far she's the one with the most development with Shirogane. She knows his omnipotent president persona is nothing but a bluff, something that even Kaguya in her love induced stupidity doesn't realize. And her little sister is conveniently Shirogane little sister's friend. Who in this chapter is proven to have a disturbing character

Though, i will at least say, her level of annoyance about the subject would be understandable if this is a single example of a repeated behaviour, which given how most of Prez's chapters are about him desperately trying to keep up some kind of front with small lies, isn't exactly surprising. For it to be annoying to someone who lives in close proximity with him, rather than endearing, is natural.

I won't touch the entire "she's done nothing for the story/manga" at the moment, because you're right on that front. An argument could be made that she's helping to illustrate the flaws of Prez's character, but Aka's not actually done the best job witht hat yet.

Random question, and I'm not sure if it's been asked before, but I was wondering; why is the title translated as "Kaguya-sama Wants to be Confessed to" instead of "Kaguya-sama Wants to Make [Someone] Confess? Wouldn't the former be かぐや様は告られたい not かぐや様は告らせたい? Is it just to avoid a slightly awkward title since the Japanese is kind of unclear on just who she wants to make confess?

Technically, you could do "Kaguya-sama Wants to Confess" because confess does have a usage where it refers to what a priest does when they hear confession. As in, the priest is confessing a sinner.

I guess that title does get some nice ambiguity in; its either that Kaguya wants to confess her love, or that Kaguya wants to confess Shirogane.

I doubt that ambiguity is present in the Japanese title though.

Inuzuka isn't whipped, the only whipped guy in Juliet is Scott. I think it would have been interesting if she ended up kind of the opposite of Shirogane. She'd be bad in school and be rogueish and a bit of a gangster, but still a hard worker outside of school to keep a connection with her brother.

Obviously that would make it a bit more challenging to keep her in the story without her being a part of the academy, but I think it would have been for the best. BOTH of the Shirogane kids being in the school despite being poor kind of muddies Shirogane's position.
