I don't think King Crimson's first use of his ability was portrayed incorrectly. I like to think that what Buccellati saw was actually Diavolo giving him a glimpse of Epitaph and then used the time skipping power to appear behind Buccellati to donut him.

It's always like that. Araki tends to test things out before finalizing, in fact Josuke's original power was supposed to be Joushuu's screw power, but Araki felt that there's no way he could write that in with Joushuu's vision loss, so he went with the stealing bubbles. Other than that one moment, KC is pretty standard. He gets to skip through time and run away while leaving the end result unchanged, allowing Diavolo to carry out actions without consequence.

Part 5 is full of inconsistencies, don't bother figuring them out

Yeah, Epitaph's ability wasn't introduced until the Metallica fight but it has always been part of King Crimson's design from the start so it wouldn't be too far off for Araki to had probably plan this since its reveal. It's a bit weird though how that's supposed to somehow make you remember your life in a past universe, now that you think about it, since Pucci's whole deal was conviction through knowing everything that was going to happen, which doesn't really seem from Made In Heaven's fast-forward world resetting, at least not directly. So I guess you're right, it is a bit confusing.

It's not really Made in Heaven they don't understand but all the alternate universe shit in the last three chapters. SO many people think it just erased the first universe entirely because they don't pay attention to any of the rules it works by. The first reset is the same as the original except Jolyne and Jotaro were replaced and everyone else knows the future with no power to change it, and the second reset undoes this and removes Pucci instead, but because Pucci never existed Jolyne and Jotaro lead different lives and Part 6 didn't happen. Sure it's not explained explicitly but all the rules are there and there's no room for interpretation on what objectively happened, though plenty of room for interpretation on what it means.

Benching Fugo for being OP is a myth, in the post-scriptum for Part 5 he said he did it because his original plan was for Fugo to be a traitor but he was depressed at the time and decided not to go through with that plotline since he thought the story was getting too dark. He got over it though considering the kinds of shit he wrote in 6 and 7. With Fugo's only reason to exist in the plot gone he decided to write him out at the most convenient spot.

Jolyne never went to prison because Pucci never conspired against her. Weather never fucked his sister because without Pucci he wasn't in a pair of twins and the woman never swapped him with her dead baby, since she said she could only bring herself to do it by rationalising it as the original parents still getting one baby so it was fine, meaning Weather was actually raised by his proper family and his sister was just his sister you can still headcanon him fucking her if you want. Confirmed for not having read the manga. Valentine kept sending D4C to other Valentines in other universes, hoping it would undo the infinite spin, but since it was useless he decided to stop doing that and try one last gambit against Johnny. The other universes, including countless worlds where Valentine is confronting Johnny without D4C, still exist, they've just became inaccessible between eachother since D4C died.
Not to mention, there are infinite parallel universes, meaning infinite Valentines to kill, meaning it's impossible to kill them all unless you're going for a virus-sort of thing.

I have a theory regarding that which you've mentioned with The World. It's power isn't revealed until the last arc when he uses it to kill Kakyoin, but we caught a few glimpses of it before then that didn't really hint at manipulating time but seemed to have something to do with space instead.
First is the fact that he can use Hermit Purple, which was dropped entirely and never mentioned again pretty early on with no explanation.
Second is when he laughed off Hol Horse's pitiful attempt to assassinate him by magically appearing behind him, now that'd be all well and good but he makes special mention that none of the cobwebs around him were disturbed in the slightest. This would mean that Dio, with only a few seconds at best to work with at this point, would've had to delicately work his way around the cobwebs like a Mission Impossible laser grid for whatever fucking reason just to appear smugly behind him in stellar manga villain fashion.
Last is the most hilarious in hindsight, Polnareff attempting to climb the stairs to engage Dio in utter futility. This would mean according to The World's finalized ability, that he engaged time stop without shouting his stand's name as seems to be necessary, then rushed downstairs and gingerly pushed Pol's feet back into place every time he tried to take a step just to fuck with him, instead of just punching a fucking hole in his head like we all know he would have given how carefully he conducted himself during the final act.
This all leads me to believe The World was originally supposed to be capable of some or several forms of teleportation, which would explain a lot looking back on it. Dio teleporting behind Hol and bypassing the cobwebs makes far more sense than what we have to go with now, as does teleporting Polnareff one step back every time he took one step forward.
My guess is Araki thought it just wasn't final boss tier enough and switched to time stop at the last minute, which to be fair is way cooler.

Araki explained it in the JoJoveller commentary that he came up with the time stop as a way to counter Star Platinum's speed, and that The World was one of the (if not the) first Stands he designed. First of all the cobwebs are a Dracula reference, there's a moment in the Bela Lugosi movie where he walks right through a bunch of cobwebs.
And yeah, obviously DIO would do something like that just to look badass and scare Hol back into submission. He is a overdramatic arrogant show off who uses his powers like toys to mess with people. He's playful and hedonistic, that's a pretty important of who he is.

There's several things wrong with this.
It is not "necessary" for DIO to shout The World in order to stop time, he does that because it's a cool dramatic thing to do. He does that multiple times in the final fight.
He wouldn't have to go personally and move Polnareff down the stairs. The World has a 10m range, he could just send his Stand to do it.
And he obviously wasn't trying to kill Polnareff in that scene, he was trying to scare him into going back into submission because he didn't want to waste Polnareff.

Josuke doesn't suspect Kaato. Only Norisuke does

The story in part 5 is pretty weak relative to the rest of the series, but we're talking about Araki, so him forgetting things can usually be overlooked in exchange for the awesome nonsense he provides.
