1. Dream Hunter Rem was very popular in Japan, so it had a pretty good budget and was well animated.

2. It has remained popular, as demonstrated by references to Rem in shows like Cowboy Bebop and Flip Flappers.

3. It has a crazy psychedelic atmosphere, so there are scenes to fit every mood.

4. Vaporwave videos have already used every scene from Bubblegum Crisis, Megazone 23, and Cyber City Oedo, so they need another anime for clips.

Ive also seen the same thing happen with Urusei Yatsura. I guess the use of older shows to represent the retro sound of the music is to try and distinguish it from more modern stuff like Nightcore.
