It is, because the problem is part of what Hayao Miyazaki said about anime being written by people that hate or don't get people.

What makes Rakugo fantastic and compelling is the characters.

It's great to hear the VA's have to put on, or flub tonal differences to show skill or incompetence in the rakugo.
