While true for some, western animation/comics/novels/tv series are nowhere near the levels of Japan's weird hypersexual media without any actual sex/relationships.

Cartoons have people dating. If not the main characters then you will at least see side characters. They have mothers and fathers or even homos together being affectionate to each other. Hell look at capeshit for all of its faggotry it still manages to make everyone date/fuck each other like normal human beings.

You're talking about Soma which is very much a shonen series. And mild romance that goes nowhere really isn't uncommon in shonen series or anything (Japanese or otherwise) primarily targeted at young-teen males. When characters show any interest at all it's usually just mild to show that the character themself is desirable. Keep in mind the audience for the work here, as well as what the work is going for.
