Let me do some clarifying on how the forms work. First of all, all super saiyan forms increase ki consumption, even blue. It's like eating a bunch of candy and fighting during the sugar rush, you spend all your energy at once then crash. The thing that can be improved is the efficiency, which they did during the cell arc by staying ssj for weeks on end with minimal ki flow. Whenever someone says "strain on my body", that basically means ki endurance. In DBZ fatigue is measured by ki, when have you ever seen someone have maximum ki but be too tired to fight because of "strain on their body"? It doesn't happen. After Goku used ssjb kiaoken, the resulting strain was really just explained to be him unable to channel his ki properly. Let's try and make a math analogy. Say you have 100 ki and you can drain 1 ki per second to output 1 ki per second. You have the ability to go ssj though, and that causes you to drain 4 ki per second, but it only comes out as 2 ki per second. That's kind of shit efficiency, but it's still double the output of what you could do before. Then you train for the cell games, and ssj now drains 3 ki per second to output 2 ki per second. Less strain on your body.

So secondly, other than blue, ssj is just a better version of kaioken. Seriously, that's all it does. This is just my guess now, but the reason Goku was able to discover super saiyan when no one else could was probably related to his really high mastery of kaioken beforehand. The only difference between the two is that you have to be really really angry when in super saiyan. It's for this reason that he can't use kaioken or the spirit bomb while in super saiyan, they require tranquility and focus. (when goku absorbed his spirit bomb to defeat super 13, he went ssj AFTER focusing the ki). So what makes blue different and powerful is that it drops the angry requirement in addition to having a higher base ki throughput. So not only can he do kaioken etc, but he can also waste less ki in general throughout the fight because of his better control, sustaining the higher ki output and probably breaking even with the duration of normal ssj form. 3 ki drain for 3 ki output. It also comes with some binary benefits, like detecting god ki etc. You can either do it or you can't, regardless of strength.

Thirdly, there is no difference between "ssj1" and "ssj2". They are the same thing. It's like the difference between kaiokenx10 and kaiokenx20. It's the same technique, but after more training goku was able to do it better and more intensely. Once you reach "ssj2" anything below that is just "less than full ssj2".

Fourthly, ssj3 is a really shitty form that only gets any use because of very specific circumstances. Unlike ssj2 it is actually different from ssj1. It uses a retarded amount of energy for an absolutely tiny power level increase. I forgot the exact number, but I believe Goku said he could only use it for about 5 minutes max. And this is while DEAD, which, according to him, enabled him to maintain the form much longer than normal. It's like draining 10 ki for 2.5 out when he could just stick to 3 drain for 2 out. The power level difference is so minimal that Goku was still able to fight the majority of the kid buu fight in normal ssj and the boost from ssj3 wasn't even enough to end it (compare this with going from base to ssj1, where frieza just straight up lost). The only reason goku uses it anymore is to demonstrate maximum non-god power. For example, while testing trunks, using god ki wouldn't have been fair.

So at the end of the day, ssjb kaioken is really kind of just like going from kaiokenx900 to kiaokenx910. It's just another multiplier. Meanwhile, humans are stuck progressing with addition instead of multiplication. I think Krillin cheated though, which is why he's so strong relative to other humans. Unlocking potential seems to be a multiplier too, assuming Gohan's (which replaces super saiyan) is similar. Maybe Krillin should hit up old kai and get the better one that so he can fight on par with Goku again.
