Basically.

For me the stands in VA were the best in the series, but many of the protagonists ones were horrendously underutilized. Moody Blues had a fantastic ability it barely used, being the least fight-based punchghost in the most fight-heavy part, Purple Haze only had one appearance, Sex Pistols constantly jobbed, Gold Experience kept getting new abilities, Spice Girl only had one real fight etc. Sticky Fingers was the only one that seemed to reach its full potential.

The enemy stands were good but the fights themselves were hit and miss, stuff like Baby Face was crap and other good fights like White Album were resolved disappointingly with Giorno swooping in at the last second. And the lack of complexity and variety in the plot was a bad point too, it made it seem more like a series of executions rather than a story.

In Stone Ocean, SBR and particularly JoJolion, most of the fights are plot-relevant, but in VA the fights were overwhelmingly obstacles in between goals rather than plot-points in themselves. If you cut out White Album or Clash and Talking Head or Man In The Mirror or Soft Machine or Green Day then none of the overall plot changes, whereas if you cut out Green, Green Grass of Home, Foo Fighters, Underworld, Tubular Bells, Sugar Mountain's Spring, I Am A Rock, Doobie Wah etc then you'd end up missing huge chunks of plot.

It's also worth noting that all the fights in VA were the gangsters defending themselves against assassins who came after them and ended with the death of the assassin(s), whereas in SO and the later parts the heroes were often on the offensive and actively approached and pursued their opponents rather than the other way around.

Even the outliers like Milagro Man, and Chocolate Disco serve to show the development of the characters despite having no real purpose in the plot.

meanwhile Vento Aureos only real valuable fights were Black Sabbath, Underworld/Beach boy, Metalica, Oasis/Green day, Chariot Requiem and King Crimson. Those fights alone covered every important plot point.
