Dio was able to do that because he had perfect control over his body as a vampire, as of part 3 he no longer can do that since he is still slowly taking over Jonathan's body.
There is no reason to think other stands aren't conductive, at the very least DIO never risked it. If what you are asking is whether the stand itself can use it, the answer is of course not. Hamon works by breathing to send ripples through the blood. Stands don't have blood nor they breath.
