Shin godzilla's laser is probably as powerful as Ramiel. But he has less stamina and can be put to sleep with enough fire support. So I'll say Godzilla in a 1vs1 and EVA if Godzilla attacks Tokyo 3, which would just be Shinji forcing him to drink the kool aid.

Evas are fucked. All of their regular attacks are based on dismemberment, cutting/chomping or blunt force. Shin is shown to be able to tank the last one and the former 2 are completely counterproductive. If shinji laser spams, that's even more pieces of Shin to deal with. Everything that comes off Shin multiplies, grows and will eventually become a new Godzilla of it's own if left to itself. It can grow its entire body again out of its blood.

Also, the big boy evolves to counter everything it faces, minute by minute. If it has to fight an eva, it'll change into one mid battle.

Shin Godzilla was hurt in a US bombardment.

Don't recall much of Eva but what I do recall is that they have those AT Fields that could tank anything we throw at it, so i'll have to say it could tank anything Godzilla throws at it.

Honestly we would have to see how Shin-Godzilla pairs up against another monster instead of the military because Eva's fight against monsters on the regular.
