Short answer: go watch the Banquet of Kings again.

Slightly longer answer: Her one goal was to keep her country together, which she did for a while, but she set no groundwork to keep it going. Monarch deaths causing instability is not a new thing, but Saber did a particularly poor job of it.

Her only real hope would have been to use the Grail to go back to around when she became king, and rule the country rather than protecting it. She got closest in Fate, but Shirou not getting punished for being idealistic in that route probably didn't help any.

TL;DR: Being a hero around doesn't mean you aren't an idiot.
Actually, that's a summary of the entire game, but whatever.
