It varies but overall the lack of any imperfections. Even the nose is almost entirely removed because it's ugly. The skin is spotless/silky smooth. The hair is glossy without any frizz. The eyes are large and shiny like gems. Even if the girls are lolis they have nice hips/round butts. There's just no flaws.

They have adult appeal but are childish at the same time, is all an inconsciuous thing. They have both the trait:

-A woman to be attracted for sex
-A daughter to protect and cuddle

This work also for many 3d, but for the 2d this is over exaggerated.

The scholarly reason is that traits that people find attractive are amplified, yet the art style is still simple enough that you don't get into uncanny valley territory. Because our brains tend to fill in details that are left out when portraying humans (especially faces) its easy for us to fill in the missing parts with an idealized concept of what we find attractive.
So rather than trying to realistically illustrate attractive individuals, anime leaves the viewer to fill in the blanks and overlay what each individual finds attractive onto a character.
So what we're all fapping to are not pictures of girls, but pictures that evoke the idea of a perfect girl in our brains.
