No. They skipped right past it and went to space-western.
Any sufficiently advanced sci-fi setting can have cyberpunk dystopia planets somewhere out there.
It's more space western, there's nothing really punk-ish about it.

Without the dystopia and the fight of the scum against the corrupt elite it's not cyberpunk.
