Freedom isn't comfy.
That doesn't mean freedom isn't good. But anyone who wants freedom, can't sit down on their ass and just relax. Apathy stands in the way of freedom. Freedom means to stamp your will onto the world. It's work by its very nature.

I still get that feeling with the current episodes. I've got tons of freetime during the recaps before they get to the 5 seconds of new footage.

No, not to the same degree. The episodes clearly have a lot more "filler" but the word filler is wrong here. Filler means there is material existing, but the episodes now have a lot of "dead time" instead of filling material. For example, there are lots of pans and they are done slower which uses more time without adding any new filler material. The show uses more cuts that have short delay after the scene appears and that uses time. The OP is full length followed by one or more repeat scenes of what One Piece is about. And the broadcast TV version doesn't come in cold but has another eyecatch just to use up more time.

So the deliberately plotted feeling of the show makes it feel less "free" flowing than the old shows. As to the content, well, it is also slower paced. A lot of times, when an episode title mentions something, that item will only be introduced in the current episode with the actual event happening in the following episode. That type of annoying and deceptive episode titling has happened quite a few times.

Merchandising is the cause of the problem. Sales campaigns take months to complete. Thus, certain anime arcs need to be extended to last months at a time in order to support the merchandise or license sales. In one sense, I feel even the manga pacing has been affected by the anime pacing.
