The scenes that are cut serve to give a backstory of sorts to some of the characters (how did they get there type of thing) and a few jokes from the prime minister. You could consider them useless scenes,but they're near the beginning of the film and keep the pace steady (as opposed to having Godzilla show up 8 minutes in)
