Is 4chan's image server fucking up for anyone else? Every time I click on an image, there's like a 60% chance that it just won't expand, and then it says that the image file 404'd. Generally it works okay if I open the image in a new page, but even that takes a while.

The reason the magic power in the world has weakened is that people don't care any more. Magic power is dependent on the hearts of people.
Shiny Chariot tried to change the magical world with her shows but ultimately failed.
This ties in with the undeveloped (for now) conversations in the second movie Diana and Akko had about changing the magical world
The main antagonist will be an evil witch who wants to restore the magical power and bring forth a new age of witchcraft by instilling fear in the hearts of humans and make them afraid of witches. Probably some sort of ancient witch who got sealed away by the Nine Olde Witches.
