Josuke was made to be near perfect and had no problems aside from dad problems but that was fixed. He has some depth to make up for it though such as him thinking that CD can bring dead people dad like Okuyasu and his grandfather and him showing acceptance on it, he as also told about himself that he's a true love kind of guy since he probably doesn't want to do the same mistake as Joseph did on cheating on his wife and he's shown to be reading a book iirc during SHA when Koichi was calling for him so he's shown to be studying since he's a student afterall.

Josuke was just made to be nearly perfect to be developed further, Giorno somewhat shares this problem with him.
