Part 3. Also the manga has been running for 30 years, the first couple of years are kind of mediocre and it takes a while to actually get good but once it does it keeps getting better.

Cream Starter is a bound stand. It outlives the user, possibly by more than a century, and the last person to have it was Johnny Joestar, whose possessions were left with the Higashikata family
Not really, each Part is self contained for the most part, though it builds off of Part 1 a bit. I'd recommend watching one more episode of season 1 though, it's the final episode of Part 1 and you're already so close. Be aware that the anime for Part 3 is kind of dragged out in places, and it has less structure in it's story and is more a vessel for showing off weird powers and the journey being just as important as the destination. If you're still not enjoying it I'd recommend the manga since the anime isn't as good but if that doesn't do it for you then I don't know if this is the series for you.
Just know that while Part 3 is an improvement over the first two it's not a gargantuan leap in quality, though it has it's moments. Also it was dragged out a bit in the anime. The series slowly gets better as it goes along but it isn't consistently great until around halfway through Part 4, but the Part 4 anime has the opposite issue to the Part 3 anime in that it's kind of rushed and you can tell it had a pretty small budget. If the anime isn't doing the job then definitely try the manga, when people talk about this series being good they mean the manga, the anime is more aimed at people who've already read it.
Johnny took Cream Starter that Valentine got from another HP in the stand-off to make him believe he has no ill intentions and it stayed with Johnny after Valentine died to heal his horse and Lucy. Although I might be wrong since it's been a long time since I last reread SBR

I mostly wanted to check out JoJo because I've been told repeatedly about how creative and great battles between stands are.
JoJo is meant to be read slowly since it's so fucking slow paced so you could read it a few chapters a day over a couple of months and not suffer for it. Whatever works for you I guess. Just be aware that it does improve as it goes along even after 30 years. Also have fun.
Avdol has a personality. He's very formal and calm, but is bad at hiding his emotions when things manage to make him genuinely scared/angry/embarrassed. Although he often seems very by-the-book and calculating, a few times he's notably let his emotions get the better of him, like when Polnareff was in trouble. He's got a somewhat paternal view of his companions, but isn't condescending when he's more informed about things than they are, which happens a lot.
It's not much, but it's there.

Kira managed to blow his cover once, there's nothing to suggest he wouldn't do it again considering his track-record of repeating mistakes (overconfidence, underestimating his enemies etc).

And later on Kira's ghost wanders freely in DMQ, in most media it seems to be tied in to a ghosts reason to stay on Earth that decides whether it's going to haunt one spot or just wander.

Note my use of past tense there - Hayato CAN'T see stands and Hayato DIDN'T know who Kira was obviously implies that the latter isn't current. Which puts him at an even level with the Nurse you're insisting could never, ever cause trouble for Kira for some reason.
You're also ignoring that we don't know how the BTD loop would have worked, because the circumstances were completely different from the first time Kira gained and used the ability. The first time, Kira used it on a subject who was fucking dead among other things, you can't claim that him telling the Nurse all of his details was irrelevant because she wouldn't remember it.
Reimi was murdered there, that's a common thing for ghosts to have to stick by their place of death.
And like I said, if the ghosts had different reasons for staying (Reimi stayed because she was desperate for closure and justice, Kira stayed because he was a little bitch) its possible that the rules behind them are different too. Mainly cause I doubt that Reimi would have turned down the chance to taunt Kira with the knowledge that no matter what he was going to be trapped there just like he'd done to her if that was the case.
Kira told Shigechi his name, address, age, bedtime routines etc, went out of his way to torment and torture Koichi when he knew he was being pursued, and taunted Jotaro while he was down. Getting overconfident and saying his name isn't remotely out of character for him.
Not to mention how fate works with BTD - because he'd already told Hayato his identity once, it was bound to repeat, and his triumph over cheating death again made him more enthusiastic about saying it.

You don't have to like Pucci or Stone Ocean but he was easily the most involved main villain in the series and his goals were completely divorced from DIO's, just using DIO's plan as a scapegoat for all his guilt and self loathing.
Do people just forget that in the second half of Stone Ocean Pucci doesn't seem to give much of a fuck about DIO? He's talking about his love for him so much in the first half then right before he fuses with the Green Baby he verbatim says "DIO, I'll revive you and use your ability for my own benefit". And then after that whenever he talks to DIO's sons he says that their bloodline, Joestars and DIO included, exists only to push him higher towards heaven. Dude was always self interested first and foremost and we find out why in his and Weather's flashback.

It seems clear he's actually planned 8 out a fair bit to me. And I doubt we know everything about Jobin yet, the past 3 villains he's done we don't know what their actual deal is until near the end. I doubt he's transparent like you're claiming. He had an agreement with Damo and they were equals and given it was someone from his own family killing all Damo's friends Damo probably wasn't impressed with how Jobin handled the situation and didn't want him involved if he actually does care about his family given how Damo was treating them. Give it time, JoJo arcs only really come together near the end, we're missing so much crucial detail at the moment and we won't have those details for a while yet.

Valentines introduction in Tusk was already where it was basically revealed that he was behind the race, he was masterminding Steel and had an agenda beyond the race itself to get corpse, he had it all planed out from the beginning and then someone drops "Mr. President" and then he sends a stand user that later on tires to kill Gyro and Johnny, Just from that chapter alone, he already has 99% of being a main bad, is pretty apparent.
Same case with Pucci, at the end of Foo Fighters he basically stands there with Whitesnake (the stand that BTFO Jotaro and clearly wants the current macguffin) and rambles about how he shouldn't have left her alive. Okay, maybe that's not enough, maybe he's a pawn, right, but too bad that Marilyn Manson is the next ark where it's revealed that not only he creates and sends stand users to kill Jolyne, Hermes and FF but also apparently has no one above him and just acts alone.
None of them had anything like Jobin boy here had, he has been almost none threat, bystander, his introduction reveals nothing that qualifies him in the same manner that Pucci's and Valentines did. Only now, two years after his introduction, he sort of, kind of starts to take the lead and the initiative.

I think Araki is making Jobin as passive and as slippery as possible.
Take the end of the beetle fight, he makes Gappy's nose bleeds out of nowhere and had the tissue thing. Araki made it as hidden as possible what that tissue was going to do. The fact Jobin doesn't chase Gappy and just leaves Gappy even though Joshu is saying to get him. He's well aware he's being as passive and slippery as possible. I think Norisuke is the only thing stopping Jobin, whatever Norisuke is holding on Jobin -More than the fruit parlor- is holding him.
This was a good point actually about Damo and Jobins relationship. I really think we will be due a flashback that ties Jobin, Damo and maybe Kaato together.

It's what Araki wanted his name to be but for some reason (probably their fucking kanji) editor read it incorrectly and here we go, he's Noriaki now. He was writing him as Tenmei outside of speech bubbles still, like in the hotel during Justice ark, he signs as Tenmei.

When I saw that his name was different in the comics, I was a little surprised, but I guess this is like when a kid gets his friends to call him "Noriaki" even though his parents named him 'Tenmei.'

They outsourced bits of it to some Korean studio. Plus they don't have as much budget as stardust crusaders, I think because DiU is less popular and they mismanaged it during SC.
I know people usually cite ambulance as some weird theme of Part 4 where Araki didn't want Josuke to kill anyone, but I feel like it's often forgotten that he murdered Yoshihiro in cold blood like ten minutes before that.

Probably will be killing Yasuho by the end of 2017 but boi, did he have a long way "meeeh, whatever Josuke, whatever" leading up to this. Feels like Araki's trying to beat Valentine in terms of "did nothing wrong" aspect with Jobin. I swear to god, in the end it's going to be all becasue he wated to save Tsurugi isn't it.

Out of all antagonists his goal was probably the most understandable and... well for some might be relatable, most importantly, he didn't want to be god like Kars, he just wanted to use son of the god for his country, neither did he have an ego trip like Dio, again with ruling the world, neither he just wanted murder people like Kira, neither he had anything to do with Diavolo's way of thinking of again, ruling the world but now from the shadow, neither he was guilt tripping himself into resetting the universe and reshaping the mankind, like Pucci.
He wanted prosperity for his own country and can you argue with wanting this? Sure, crating a dimensional wall that will redirect all misfortune from the country might be "unfair" but remember, it's only possible because Jesus, fucking son of the GOD allows it happen, if GOD allows him to distribute fortune and misfortune is it really unfair in anyway. It's not like he invented Love Train, this wasn't an atom bomb.
But to answer your question, it's a meme, in the same way as "Griffith did nothing wrong," they might both have the goal that might understand somewhat but the way they are achieving them is just fucking wrong.

I feel like I should specify that most of the ones I put in there have quotes from Araki where he talks about these inspirations.
He mentions Enki Bilal's characters as a source for Magician's Red in JoJoveller so I put that in there.
