The rest of the chapter is a flashback. It seems Mutsuki's RC levels are at almost 4k and Urie correctly deduces that to have gotten such a high concentration she must be eating humans now.
Shiba says that the point of no return for a quinx is at around 2500 RC level, Mutsuki is well above that and is for all intent and purposes a ghoul.
At the moment she's an observation target, but the moment she displays any sort of weird impulses she'll be upgraded to a suppression, or even elimination target.

I don't know why, but there's a lot of stuff in Tokyo Ghoul that's had a really anticlimatic payoff. Like, Amon's reappearance, Eto's death, Noro's death, the "Tsukiyama becomes the heir, but wait, Daddy didn't actually die so this was all for nothing" plot have all gone out on wagon wheels.

The only one that was vaguely climatic was Kaneki versus Arima, and that was dragged out for so long - and with so much bullshit - it lost any gravitas it might have had.

I'm still pissed about the Houji versus Tatara thing, and how Owl (forgot his name again) is now one of the good guys apparently just by 'getting over' the torture and murder.
