In Reality, if we try to understand him like we try to understand other characters, he turns out to be the most boring one, but the "coolest" one, since despite being bland and boring he is the only cast member who's not insane and has no problems with communicating and connecting to others. Of course it gives him priority and stands him out of everyone. He's a father figure to Shinji and the whole humanity, representing a perfect guy, who still can express his love for others despite their flaws and give them advice to overcome those flaws. I think he inspired Shinji along with others to come back from Instrumentality to reality and live the life like a strong person. Much like Rei and Misato were "mothers" to Shinji, Kaji and Kaworu were "fathers" to him. But of course, that's not the primary reason Eva's retarded fandom likes him. They do it simply because he's drawn attractive.
