Its 5 minute short is just a fun stuff they made with no resouces dedicated, from scrap, just because felt making mecha. Meanwhile other studios cant produce similar stuff even given big budgets.

I'm not comparing them to anyone but saying a 5 min short looks more consistent and has higher quality is asinine since it should look better. A full series would be a better comparison since that actually requires utilizing a budget and making sure that each episode receives proper quality. KyoAni is inexperienced in mecha having only done one series, and honestly one of the reasons they don't do that kind of anime is probably because they wouldn't be able to do it in house thus reducing the quality. Xebec isn't that great but they've certainly got more experience and know how to do mecha better than KyoAni.

The character designs largely look the same. The characters have smaller, rounder faces compared to either the KyoAni or Gonzo version. Horuichi also reduced the 'scratch' marks near the eyes which was a thing in the 90's.

The hair is a bit different in that Sousuke's hair is simplified compared to previous versions but Sousuke's hair is kind of stupid if you actually look at it. The simplified version works better with him being military.

As for color, the hair colors are darker but generally the same. That's probably to reflect the darker tone of this cour compared to either Fumoffu or TSR. This show will have a darker color palette compared to previous entries.

The designs are extremely faithful compared to previous entries but are also tweaked a bit to fit modern design sensibilities. You can easily tell Horuichi did the designs.
