SAC doesn't use CGI anywhere near as much as Arise does and SAC's non-CGI parts look much better than Arise's non-CGI parts.

The CGI usage is about the same for both shows, with the majority of mechanical animation and moving backgrounds being CGI. While not great, the CGI in Arise benefits from better shaders and modeling compared to SAC's due to advancements in technology.

The few scenes in SAC by veteran animators like Toshiyuki Inoue and Tetsuya Nishio are great and definitely better than anything Arise has to offer, I can agree with that. It's disappointing that Arise didn't feature some great animators like the older installments did. However, it's worth keeping in mind that SAC had its fair share of poor outsourced episodes so it's not like the series was some animation extravaganza, even for its time.

I'm pretty sure the movie still used cels. The Pierrot Le Fou episode utilized digital composite, and I suspect some other random shots in the series did too.

TV anime has actually become a lot more even in quality and that level is on average been on the rise.
Even compared to the late 00s there were only a handful of notable examples of TV animation, and within those examples it was usually only a small portion of scenes and episodes.
The quality of anime movies has been stagnant or degrading however. 2000s and even 90s movies are still styling all over 99% of movies made today both technically and stylistically.

Old or new isn't the issue. Depends on the person doing the cut and how much passion they have for their work.
