Well, Kami allowed King Piccolo to kill humans without sending Popo that could bitch slap Piccolo to stop doing that shit, because "humans should fix their problems". Later he blames himself for not doing a thing and even tries to do something in that tournament

But in Cell's case, it didn't matter, Kami couldn't find it, just sense something weird. Even if they did found it, Goku and Vegeta would never allow anyone to destroy whatever evil it was. They could have avoided the androids thanks to Trunks and Bulma said them to do that, but Goku says there was no reason to kill them yet(makes sense since he spared Piccolo Jr and Vegeta and now they are their allies) and Vegeta got mad at the reason because he wanted to fight them and almost everyone goes with that idea. And it's funny, since Vegeta is not from earth, he didn't even cared about them, he wanted to destroy earth and find fight Goku, but everyone just chills with him because they are already used to that kind of shit(enemies becoming allies and later friends).
In short, everyone is retarded, for some reason the other earth was destroyed, be human choices, or the god failing somehow.

Bp is pretty much a measurement of how much power you can push out over time.
Frieza basically used his power for speed and ki. Physically, someone with a much lower bp could be his match in physical power, if they focused on it.
So it's really hard to tell.
That's why the bp argument goes out the window so easily.
If you really think about it, king piccolo at his peak was probably comparable to when vegeta came to earth, he just couldn't keep it up as long. Kami was likely stronger at his peak, which puts the two of them, even if combining doubles their sum, around ginyu level max I'd say.

Piccolo and Kami had power levels in the hundreds, but supposedly would've been able to take on Frieza if fused. He was on-par with c17 after fusing, which was much stronger than any other character before that (even SS-Trunks who beat Frieza like nothing).

So defusing must be stupid, reducing power level from a hundred million to a hundred. Since their power dropped so much it makes sense that they wouldn't be as strong re-fused.

You need to remember that Piccolo and Nail trained a ton on their own as well after the nameless namek split.

Kamicclo in android saga isn't just as strong as the nameless namek, it's nameless namek + allthe training piccolo and kami had done since the split + nail + him

Because the Androids were originally supposed to be the arc bad guys but Toriyama's editor hated both pairs of Androids so he forced them to make Cell.
Toriyama was put into a corner and just wrote whatever sounded cool.
A better question should be why Goku didn't train Gohan to become a Super Sayain in the 3 years, or to train him and Piccolo on King Kai's planet, where even if Gohan fails to become Super Sayain he can learn Kaio Ken (which could have helped him against Super Buu) and both are stronger than they are in canon because even in 10x Earth's gravity they're still getting better training.

Maybe Gohan was strong enough by the time the 3 years ended but just didn't get a trigger. The top priority Goku had in the HBTC was getting Gohan to go Super.

Kaio Ken is not that good a move. Especially when having Old Kai bring out his potential was a way better power up with no drawbacks. One runs the risk of messing up his body in a fight, especially if the default level isn't enough. That's not something you need in a fight against Super Buu.
