Well, every insider is a person who will know a lot. And given what SEELE were doing, the less people know - the better for them. Plus they weren't 100% sure Gendo was cucking them until ep23. Plus they had a fuckton of other things to do - managing other NERV bases, Kaworu, mass-produced Evas, Kaworu based autopilots, etc.
