It is mostly a slice of life sort of deal with some more serious arcs along the way, it is much more character focused, if you actually like the characters, and not just Mamoru Oshii (Who directed the 1st OVA and movies), it is one of the best anime of its kind.
Not sure how you think you can even judge the 2nd OVA either since it is connected to and relies completely on the content of the tv series.

In terms of story, yeah. In terms of characters, not at all. SV2 were barely there and barely characterised at all in the movies.

Not even in terms of story really, just in terms of overall themes. The majority of those two Oshii movies was just characters walking around in some pretty scenario for about an hour with a few sparse plot details here and there and then an action scene at the end to wrap everything up. You could cut so much out and lose nothing of value in those movies.

It has no more purpose than all the other shorts pumped out by the studio recently, it's fans farting around and having fun. I liked it, but without the backing of Oshii we're never going to see more animated Patlabor that runs for a substantial length.

Eh, mecha is pretty detailed and backgrounds are fine, if only a bit oversaturated.
I'm not a fan of 3D mecha myself, can't even remember any good examples of it, maybe early Geass and Aldnoah?
