The feelings are mutual and at no point are either or them held back from expressing their feeling for the other due to insecurities. They just live the experience until they lose each other, and then the conflict becomes about changing fate, not expressing their love for each other (what a shitty, petty conflict that would be). Also if anything the phone DOESN'T FUCKING WORK. They are unable to reach out to each other, in fact they never speak to each other until the twilight scene. And that scene was about them finally meeting, but also about re-swapping so Mitsuha can take her turn in preventing the disaster (convincing her Dad, something Taki was unable to do). There is way more than "just a crush" going on aka saving the lives of hundreds of people.

Mitsuha specify her specs to god. And Taki is lucky to be that one, or you would say they're bounded by string of fate from the start. Cell phone entries happens in dream, right? And in another aspect, it acts as human memory storage, so it is still in the god power coverage.
