If I remember well SSJ4 is equal to Super Vegeto. But in BoG, Goku mentions than even fusing with Vegeta he wouldn't stand a chance against Beerus and it wasn't until he did the ritual, that he was able to face him.

God mode is in a different level power. Meanwhile SSJ4 according to the people who made it, is a different branch of transformations(stronger than the Super Saiyan branch).
Probably weaker than god mode.

Gohan hadn't been training for a while so he had trouble just going regular super saiyan. And after RoF when he restarted his training, he hasn't been involved in fights until recently, and even then he just needed regular super saiyan. Gotenks got beaten easily by Beerus that SS3 wouldn't have helped, and his fusion time ran out before he needed to transform when he tried fighting Tagoma. He did go SS3 against Copy-Vegeta, though that still didn't help. Besides that, he also just hasn't been in many fights.
