depends on the artist, they could have a huge backlog or other things to do as well, plus taking a few days to make sure it looks right.
unlike with the wwd, commission artists care a little more because they get paid.
plus if there's any back and forth (say they send you a sketch and improve it based on critique) it takes time for you to respond, then them to respond back, etc..

If they skip over a commission that means several things:

They don't understand the concept of business properly.
They have no respect for their customers, especially if they don't tell you they skipped you.
They are disorderly/unorganized.
If they gave you a time frame they do not meet, then they've also proven they are untrustworthy/unreliable.
It proves they lack any professional quality or interpersonal skills.

Pretty much it just shows that they are a person not worth commissioning for anyone. It's basic business to keep this shit in check, skipping your customers, especially if you have a queue or have given them a time is unacceptable.
