Wars are the single most expensive thing a state can undertake. There are dozens of examples of countries going bankrupt because of a war. One of the reasons we don't kill each other en masse is because of its unprofitability and unproductivity.

War could be profitable from the political point of view (i.e. the west basically became dominant because europe had more advanced military tech) or if you manage to get the enemy's riches without wasting too many resources, but it only happens when there's a huge gap between you and your enemies.

Btw, the technological advances from modern war is more a externality and there are better ways to promote technological development. It's just that war is a good excuse to give money to applied science.
