I think Luffy is already getting better with gear 4. He used boundman, was able to eat and fight, then used tankman, has been fairly passive since then but is still able to easily run around. Whereas on Dressrosa, one use of boundman had Luffy all but helpless. So after WCI, Luffy will be a bit more comfortable with it, and by they time they tagteam a calamity, Luffy should be able to sustain g4 long enough to be a real threat.

There are only few times powerlevels are mentioned in story, but we still can figure out some valuable info from them.
First we've got doriki, we know that Lucci has 4000 and Kaku has 2200 pre-TS. Luffy and Zoro beat them so at Saboady they also have at least that much.
However Rayleigh is mentioned to be 100 times stronger than all supernovas put together. So his doriki is more than 620000 (equivalent of 62000 regular soldiers). Kizaru was about equal with him. We usually assume that admirals are in the same power range, but let's assume that Fujitora only has half of lower bound of Kizaru's power, so 31000 people.
Now, Zoro mentions after the TS that he's as strong as 2000 people. Luffy most likely isn't more than two times stronger than him.
So Fujitora should still be at least 15 times stronger than Zoro and 7 times stronger than Luffy.

I agree with everything you are saying. But this is still a series with a very shonen protagonist. Luffy SHOULD be acting with care and using his head but instead he has this whole "I won't eat anything except what Sanji makes", "I have to make the biggest racket and draw all attention to me while looking for him" mentality.

Now why Jimbe or Nami haven't tried to stop him. Especially Jimbe who is strong enough to just man handle luffy and make him listen is up in the air. Personally I like the idea that he's being manipulated by Pudding and this rampage is part of some larger plot because that would explain why Jimbe isn't stopping Luffy.
