I cannot quite say that it's better, but it's at least on par with it, a really good adaptation so far. It's true that you don't really have to read the manga if you're watching it.

There are new Tokyo regulations that you can't sexualize girls younger than 14. This is why all Kirara manga that has even a smidgen of fanservice have switched to high-schoolers. And even those that don't also use high-schoolers to increase marketability. You can basically count on fingers currently serialized Kirara manga that doesn't have high-schoolers as the main characters.

It would be an unfair advantage for the children of the high level ones to grow up in the forbidden districts right until they start training, they would get a massive head-start.
I wouldn't be surprised if there is some draconic rule either taking the power away if you get pregnant or forbidding to live in the city or taking the child away or some other thing.

The rule is that lower level urara's can't enter the higher districts but there isn't anything that says that the higher level ones can't enter the lower levels. An example would be Nina since she's a 5th rank living in the 10th district
Kon's mother has her powers all right, although I don't know what district Tokie normally lives in (she's second-rank) and she does spend a lot of time in the tenth, being one of the exam officials and since Tatsumi-ya is there and all.
The way this is phrased implies there are people living there that aren't Urara and don't care at all about passing between the gates. It's just a matter of respect for people who pick up the profession.

It's only streamed in 720p because of shitty simulcaster and how often do you see 1080p raws these days? There's someone ripping a later TV broadcast so I bet we'll have a 1080p batch eventually but for now waiting for a few days just for that doesn't seem worth it.

So far the character stuff in this show seems pretty lackluster. None of the four have very distinctive personalities on their own. And more importantly, there's nothing interesting about the way they interact with each other.
They're just generically polite and friendly to each other. Like they don't behave differently towards any one other girl. In a given scene, any member of this group of four might make a comment or ask a question and any other might reply or answer. The last scene with Doggy and Kon was the first time they interacted as two individuals rather than 'an individual and the group', and that's good, but I feel there should be more already.
You might say it's only been two episodes, or they've only known each other for like one or two weeks. But as a TV series that's only going for 12 or 13 episodes anyway, don't you think it should have a stronger hook to get you invested from the beginning? So far, this show is pretty weak and hopefully it picks up fast.
