1-9 were perfect.
10-13 struggled with all the plot they tried to cram in at once.
It would have been overall all perfect if they had paced that stuff a little bit more evenly throughout the season.
The show is still one of the most watch worthy shows of the decade regardless though. The good parts were plenty, and when it was good it was really, really good.
The parts that didn't stand out so much weren't bad at all, they just weren't as damn amazing as the rest.
The plot part of the show is definitely worth rewatching a few times too in order to fully digest all of the stuff they tried to pull off at once.
Discussing it with /a/ has certainly helped me understand it better and thus I appreciate it more now than I did when it aired.
There's nothing Flip Flappers did that Utena didn't do better.

I don't think they needed more episodes for the Mimi plot.
They clearly needed more time to polish the episodes though, particularly episodes 12 and 13. And they should have removed the padding scenes with Nyunyu and Sayuri too. That would have given more time to animate fights and transitions, and the change of tone from episodic to serious would have been even more dramatic and memorable.
