If its just the pure kyoto arc 12 episodes is way too much and would probably filled with fillers. But it would be way to few episodes to adapt this arc and the less, so I hope its 24-

Also when dust demons are in really high concentration they can also be harmful, i think that happens in season 1 or in the manga once, they can combine and do a dust king or something like that.
