Certain character designs don't work for TV anime. Overly complicated clothes, faces, etc are harder to animate consistently so studios often have to make stylistic changes.

Which on a semi-related note is why the Saitama vs Genos blew peoples' minds because you almost NEVER see that animation like that in a TV anime.

I couldn't stand how out of place the two girls looked compared to everything else in the show. That alone killed it for me. It felt like a joke comedy skit where the characters go to a serious war setting and act silly.

I haven't read the books, so I didn't care about the art change in the previews. But after actually watching the first episode I have a hard time getting over how ugly the girls are.

I think the anime would have been better off going for the same style as the manga.
Use stylized caricatures to depict the political and military situation succinctly and throw in some artstyle changes for comedy.
