Honestly, it's impossible to say. The show ended too early leaving way too many questions about...well, everything.

All the characters, except for Kyon, just show up in the story, state which organization they work for, and try to keep Haruhi occupied. Character development isn't something this series is good at when it comes to the everyone but the two main leads. And even those two I don't really know all that well.
